How large can a group be?

Six to twelve works best. Beyond that it becomes a lecture, which is a worse format for anything hands-on.

Can you train non-engineers?

Yes — sessions for product managers and founders on how to scope technical work and read a technical proposal tend to pay for themselves quickly.
